About the role
The National Food System position supports the Food and Agriculture Organization of the United Nations in Timor-Leste by contributing to the design, implementation, and monitoring of national food system strategies. Based in Dili and working on-site within the Food System department, the role collaborates closely with government ministries, development partners, and local stakeholders to strengthen food security, nutrition, and sustainable agriculture outcomes.
The incumbent provides technical assistance, facilitates coordination mechanisms, and helps translate policy frameworks into actionable programs that address production, processing, distribution, and consumption challenges. By fostering evidence‑based planning and capacity building, the role aims to improve resilience and inclusivity across Timor‑Leste’s food value chains.
This position is vital for advancing the country’s commitment to sustainable development goals related to zero hunger, responsible consumption, and climate‑smart agriculture, ensuring that food system interventions are coherent, scalable, and responsive to local needs.
Responsibilities
• Support the formulation and revision of national food system policies and strategies
• Coordinate technical working groups and stakeholder forums on food security and nutrition
• Provide technical assistance to government agencies on food value chain analysis
• Monitor and evaluate food system programs, preparing progress reports and lessons learned
• Facilitate knowledge sharing and capacity‑building workshops for partners and beneficiaries
• Contribute to resource mobilization efforts by drafting project proposals and concept notes
• Maintain liaison with FAO regional and global units to align country activities with corporate priorities
Qualifications
• Advanced university degree in agriculture, food science, nutrition, public health, or a related field
• Minimum of five years of professional experience in food security, nutrition, or agricultural development programs
• Demonstrated experience working with government institutions or international organizations in Timor-Leste or similar contexts
• Strong analytical skills for data collection, analysis, and interpretation of food system indicators
• Excellent written and verbal communication skills in English; proficiency in Tetum is (preferred)
• Ability to work effectively in multidisciplinary teams and to facilitate participatory processes
• Knowledge of FAO’s strategic frameworks and results‑based management approaches is (preferred)
